Digital Public Infrastructure in India: What It Means for the Next Billion Users

India’s digital transformation is no longer limited to having faster internet or more people using smartphones. Over the past decade, the country has built a large digital ecosystem that allows people to make payments, access government services, store documents, and use financial services through digital platforms. Systems such as Aadhaar, UPI, and DigiLocker have become important parts of everyday life, creating what is increasingly described as Digital Public Infrastructure (DPI).

The scale of this transformation is significant. As of March 2026, more than 144 crore Aadhaar numbers had been issued, while Aadhaar authentication recorded more than 2,707 crore transactions during 2024–25. UPI has also expanded rapidly. In August 2026, it processed 24.51 billion transactions worth ₹29.82 trillion, according to Reuters.

What Is Digital Public Infrastructure?

Digital Public Infrastructure can be understood as the digital equivalent of physical infrastructure such as roads, railways, and electricity networks. Instead of physically connecting people and businesses, DPI provides shared digital systems that allow different services to connect and work together.

The idea is based largely on interoperability. Rather than every company or government department building completely separate digital systems, common infrastructure allows different platforms to communicate and provide services more efficiently. This creates a foundation on which businesses, governments, and developers can build new applications and services.

India’s Aadhaar system provides a digital identity layer, UPI provides a payment layer, and DigiLocker provides a way to access and store digital documents. Together, these systems demonstrate how public digital infrastructure can support a much wider ecosystem of services.

Aadhaar and UPI at Massive Scale

Aadhaar has become one of the world’s largest digital identity systems, providing a way to verify an individual’s identity electronically. Its scale has made it possible to connect identity verification with a range of public and private services.

UPI has transformed digital payments by allowing users to transfer money directly between bank accounts through a common payment infrastructure. People can make payments using different banking applications while still interacting through the same underlying system.

The impact goes beyond convenience. A common payment infrastructure lowers the barrier for businesses to accept digital payments and allows startups to build services without having to create an entirely new payment network.

The next stage could involve artificial intelligence interacting directly with these systems. In September 2026, Reuters reported on work around frameworks that could allow AI agents to make small UPI payments, pointing toward a future where software agents may be able to perform certain digital transactions on behalf of users.

Beyond Payments

Digital Public Infrastructure is increasingly moving beyond identity and payments. Its potential applications include healthcare, education, commerce, financial services, and government services.

In healthcare, digital systems can help connect patients, providers, records, and payment mechanisms. In education, digital infrastructure can support access to learning resources and credentials. In commerce, interoperable payment and identity systems can make it easier for small businesses to participate in the digital economy.

This shared infrastructure also changes the economics of building startups. Instead of spending large amounts of money creating basic identity or payment systems from scratch, companies can build their products on top of existing public infrastructure and focus more resources on solving specific problems.

Reaching the Next Billion Users

Building digital infrastructure is only one part of the challenge. The next question is whether everyone can actually use it.

India’s next phase of digital growth will depend on factors such as digital literacy, language accessibility, reliable connectivity, affordability, and ease of use. A service may technically be available, but that does not necessarily mean it is accessible to every section of society.

India is also linguistically diverse, making multilingual digital services increasingly important. Interfaces and digital services that work effectively across different languages and levels of digital literacy can play an important role in expanding participation.

Reliability is equally important. When people depend on digital systems for payments, documents, healthcare, or government services, downtime or technical failures can have a direct impact on everyday life.

The Connectivity Foundation

Digital Public Infrastructure depends on another layer of infrastructure: connectivity.

India has experienced a dramatic increase in internet access over the past decade. The number of internet connections grew from roughly 25 crore in 2014 to nearly 97 crore in 2024. At the same time, 5G connectivity has expanded across almost all districts.

This connectivity provides the foundation required for people to interact with digital public systems. Smartphones, mobile networks, and affordable internet access have made it possible for digital services to reach people far beyond major cities.

The challenge now is not simply expanding access, but ensuring that the quality and reliability of that access can support increasingly important digital services.

AI as the Next Layer

Artificial intelligence could become another important layer on top of India’s existing digital infrastructure.

Today, people generally interact with digital systems through applications and websites. AI could change this by allowing users to interact with services through natural language and automated agents.

For example, instead of navigating several different applications, a user could potentially ask an AI system to complete a task involving payments, documents, or public services. If these AI systems can securely interact with existing digital infrastructure, the experience of using digital services could become much more conversational and automated.

However, this development also introduces new questions around security, authorization, accountability, and user control. The ability of an AI agent to perform actions on behalf of a person requires clear boundaries around what the agent is allowed to do.

Trust, Privacy and Security

The scale of India’s digital infrastructure also makes trust and security increasingly important.

Digital identity, financial transactions, and personal documents involve sensitive information. Users need confidence that their data is handled responsibly and that they remain in control of how their information is used.

Cybersecurity is another major concern. As more services become dependent on shared digital infrastructure, attacks or failures could potentially affect large numbers of users. Strong security practices and reliable systems therefore need to develop alongside digital adoption.

The debate around technology is also not limited to technical capability. In 2026, a proposal involving a pre-installed Aadhaar application on smartphones was dropped after public pushback and concerns. The episode highlighted the importance of transparency, consent, and user choice when introducing digital systems at scale.

DPI and the Startup Economy

Digital Public Infrastructure has also created opportunities for India’s startup ecosystem.

When foundational services such as identity verification and digital payments are available through common infrastructure, startups can build new products without having to recreate those basic systems themselves.

This lowers some of the barriers to entry and allows entrepreneurs to experiment with new business models. A small company can potentially reach users across the country while relying on infrastructure that already operates at national scale.

The result is an ecosystem where public digital infrastructure and private innovation can complement each other. The government provides foundational rails, while businesses and developers build services on top of them.

Inclusion Is the Real Test

The success of Digital Public Infrastructure should ultimately be measured not only by transaction numbers or the number of users connected to a platform, but also by who benefits from it.

A digital system is useful only when people can access it, understand it, trust it, and use it reliably. Rural users, people with limited digital literacy, users who prefer regional languages, and communities with weaker connectivity all need to be considered when designing the next generation of digital services.

The goal should therefore be broader than simply digitising existing processes. It should be about creating systems that make services easier to access while giving users meaningful control over their digital identities, data, and transactions.
